Turn the handle to pick up water in the buckets. They are carried up by the belt and as they pass over the top of the lift, the water is emptied into the tank. The person who turns the handle gives the water potential energy; water in the tank at the top of the lift has the potential to flow back down and do work. The water in the tank could be used to turn a water wheel, for instance. For thousands of years, clay pots tied to a loop of rope have been used to lift water from deep wells to irrigate fields and provide water to plants and animals.
